The video is uploaded by a channel named "STOPTHEMADNESS", which was registered on March 7th 2017 and it is their only listed video. The channel's description is "Not Long For Nevada", which is a quote found written on a wall in the basement of a gas station in The Outskirts where you find The Stalker, or Mystery Dude as the game calls him.
